Personal Amnesty.
There should be an international system of personal amnesty if the world would greatly benefit from the cessation of certain harmful activities.
A person seeking forgiveness could be relocated to an isolated location for the rest of their life, with security guarantees and modest living conditions. This isolation would eliminate the possibility of benefiting from hidden gains acquired through past criminal activities. Such individuals could be housed in a colony of deportees, far from the rest of civilization, with certain restrictions based on each person’s history.
The amnesty would not apply to those who are forcibly removed from power — whether they are dictators, corporate leaders, or others in positions of authority — nor to those who have already left power for other reasons. Only currently influential individuals, who recognize their mistakes and voluntarily end their criminal activities, could receive amnesty if the world stands to substantially benefit.
Such an amnesty could offer a path to freedom for those who are trapped by the system and fear severe consequences if they cease their societally harmful actions.
Family members who feel complicit could be allowed to join them but would have no right to return, in order to prevent any secret arrangements.
